Overseen several Africa and Middle East Group-wide Projects.
Development and Implementation of Processes, Policies, Procedures and Technical Specifications in various Operating Country Companies.
1. Development and implementation and configuration control of a complete set of Modular Specifications for the Zain Group of Companies.
2. Investigation and study into the possibility of creating a Clean Development Mechanism (CDM) project from the Hybrid Power deployments on BTS Sites.
3. Successful delivery of an Operating Guidelines Project with Ericsson which performed a Gap Analysis of Technical Processes as well as the Skills of Technical Staff.
This highly valuable project delivered organisational changes and improved staff competence in 12 Africa country operations.
4. Airtel was the first Mobile Operator in Africa to implement ITIL Processes as part of the change integration between the IT and Engineering Service Desks. Reiner did the successful Project Management of this ITIL Implementation Project.
Successful Implementation of EMC2’s DocumentumTM Enterprise Content Management as well as the Enterprise Architecture Tool, CasewiseTM with a wider company team.


Employer: Celtel Nigeria (started as Vmobile, later rebranded to Celtel and then Zain)

3 Year Management Contract to Head up the (Radio) and Engineering Operations Division.
Special Projects, Specifications, Contracts, and Logistics
Specific emphasis on Succession Plan Training new Nigerian staff to execute their jobs effectively.
Managing a team of nine functional managers and total staff of 17+ and matrix management of staff in 7 regional offices.
1. Building Construction Projects: Project Management and the Design and Construction of a new:
a. 400 seated Call Centre Building with complete IT Infrastructure.
b. Data Centre with a secure Power and Backup-power Systems.
c. Central Warehouse and related facilities.
2. Power and Telecommunication Projects:
a. Fast tracked the Base Station Roll-Out from 10 sites per month to close to 100 sites pm.
b. Overseen by KPMG executed an industry research project to establish alternative renewable energy sources of power other than diesel generators..
c. Development of a full set of 30+ Telecom BTS Technology Specifications.
3. Procurement:
a. Execute numerous large Procurement Projects for new Equipment and Services. (Writing tenders as well as complete the evaluation process with contracts appointments)
b. Establish Warehouse Management functions.
c. Investigation of the complex import logistics processes to establish zero mistakes
4. Contract Management:
a. Creation of over 20+ new Vendor and Supplier Engineering contracts
b. Contract Management of these contracts with companies like Nokia-Siemens-Networks, Motorola Huawei and Ericsson.
5. Strategic Business Development:
a. Set-up completely new division with new Policies and Procedures.
b. Recruitment and appointing 30+ staff.
c. Training and developments plans and KPI measurements for new staff over 3 year period.
d. Weekly Management reporting.

Project Manager for Specialised Company Wide Projects in the Project Management Operations Division.
Managing a team of eight functional project managers.
Lead Project Manager for Implementation of two Large Scale projects – at the time (1999) the largest single CAPEX Projects in Vodacom’s history:
• The GSM1800 Network Implementation Project (R1bn) working with Nokia-Siemens-Networks, Motorola and Alcatel-Lucent.
• GPRS Network Implementation (R600m).
• As part of a team the successful delivery of several other Projects: SAP HR, OMNIX, “Final Mile Coverage” Solutions etc.
• Research and Development of Power Systems and Power Efficient Container Solutions.
