The Administration and Planning of Building Services for the Bank to include the setting up of all Contract and Tender Documentation.

Monitoring of all expenditure concerned with the individual contracts to keep within budget.

Managing Relations between the Bank and their maintenance contractors in order to provide for the smooth running of all works.

Developing the maintenance standards and frequencies of checks to plant and services.

August 95 - March 96, Project Manager, Plysu Plc. (Contract)
Setting up an in-house Blow-Moulding facility for the computerised manufacture of plastic containers for the dairy Industry, the cost of the project was approx. £6 million this with full P&L control

The setting up all of the documentation for compliance with the CDM Legislation in respect of the Planning Supervisor role of which I had responsibility.

Liason with management in respect of all works ongoing in our area and ensuring it did not affect the operations in the dairy,

I was also required to set up all of the Statutory and Legislative documentation regarding the project, which included all equipment in the area's which were passed over to the clientwhen they took over the site.

Towards the end of the Project, I was tasked with carrying out series of Environmental and Safety Risk Assessments and compile a report of the problems highlighted both on the Manufacturing side and on the Risk Management Procedures, this included looking at the possible consequences of Packaging Legislation.

Feb 1995 -Aug 95 Established Works Consultant (EWC), Sovereign Consultancy (Contract)
Employed on an RAF base in Yorkshire the position involved providing the Property Manager RAF with Professional advice on Facilities Management.

The Financial and Legal aspects of the Contracts with Construction Companies and in particular with the WSM, the role involved QA auditing, contract administration and the writing of investment appraisals.

Monitoring the WSM function in order to establish that the RAF/MOD were receiving Value for Money on an annual spends of £4.5m.

Tasked with ensuring that all statutory requirements were being met, dealing more recently with CDM, which meant overseeing the property management tasks on a planned and systematic basis to establish that Construction Standards, Risk Management and Safety & Environmental Regulations were being adhered to.

Allan Ph.D is at present a Project Manager working for the US Department of Defence advising on Anti Terrorism Force Protection Standards relating to the refurbishement of existing and the construction of new buildings. He holds a Ph.D in Fire & Safety an MBA and a Bachelor of Laws (LL.B). and has recently awarded a CHS III (Certified Homeland Security Level III) from the American College of Forensic Examiners.

Born in the United Kingdom he is a Member International Association Arson Investigators a Member American College of Forensic Examiners, And is due to be shortly appointed an Independant Scientific Expert to the European Commision.

He has over 29 years Project Management and Investigative Experience working in Government (Local and National), Academia and Industry. With Construction, Commercial and Teaching experience allan is a former engineer who has now climbed the academic ladder to become a renowned Academic who Specialises in working on Environmental, Health & Safety and Physical Security Issues.
