Work Experience

After graduating as a licentiate in Computer Science, Mr. was asked by the academic society to start as a research assistant. Due to lack of funds by the faculty he started working as a software engineer for a company specialized in software development for the media industry.
After six months he continued his career at a start-up company to broaden his experience. Mr. was fortunate to gain lots of experience in several domains (IT-wise and business-wise) and in different roles (team member, project manager, business consultant). He was able to progress at a very fast pace. During this period he obtained a Master in Management.
In 2000 Mr. was hired by former Ernst & Young Consulting which merged with Cap Gemini in 2001, as a Managing Consultant (with merely three years of experience) where his main focus lay on e-government related projects. His adaptability and diverse experience makes him the perfect person to be deployed in complex and changing environments.
Recently he has obtained an executive MBA (focus on International General Management) at the Vlerick Leuven Ghent Management School.

• For one of its largest customers, Manpower Inc. is implementing an E2E solution. The contract between Manpower Inc. and its customer exists of the supply of 7000 IT-profiles yearly for a three year period in 24 countries worldwide. In the contract with its customer Manpower Inc. stipulated several SLA’s. The management information to keep track of the SLA’s comes out of several IT-systems. The IT-architecture differs from country to country. Mr. task consists of making sure reports are designed and deployed over the 24 countries to deliver the required management information.
• In order to write a strategical plan for the period 2004-2008, the Flemish e-government programme needs to perform a survey with its customers. The department Innovation and Science ordered a survey to question their customers. This survey is mainly focused on: existing services and formalities, electronic as well as non electronic; new e-government initiatives within Innovation and Science; vision on e-government. Winnie is the project manager for this engagement. The result, a written report with findings and recommendations, was published on the website of the Flemish Government.
• Managed several proposals for the Flemish Government, European Commission, Eurocontrol, Federal Government, SN Brussels Airlines as a Bid Manager.
• As of 2005 all stock quoted companies in Europe have to report their accounts in an international standard, called IFRS (International Financial Reporting Standards). This brings along some opportunities for Cap Gemini Ernst & Young on three domains: impact on the accounting/reporting part, impact on the underlying business processes & adaptation of the supporting IT-systems. A team of three people started targeting the Belgium market. Mr. main responsibilities were:
- development of service offerings for the three domains on IFRS, based on our the Group’s knowledge & experience;
- research of the potential in the Belgium market to sell our offerings to;
- perform the actual sales calls to CFO’s of all Belgian listed companies and a sample of European companies.
• The Flemish government started its e-Government Programme in order to fulfill the political will of becoming ’best in class’ in Europe. The programme manager of the Flemish Government asked Cap Gemini Ernst & Young to advise them on designing the programme management structure (processes) for its PMO. This assignment resulted in several extensions because of our good work at the customer site:
- coaching the project leaders during the implementation of the programme on project management specific topics,
- introducing the reporting process,
- advising on strategic objectives for the coming years,
- implementing a business case methodology to assess e-gov projects.
The challenge of this engagement was that we could start from scratch in a rather turbulent environment. Three streams of change were ongoing at the same time: re-organization of the Flemish Government; deregulation management of rules and procedures; increased pressure to implement e-Government services.
• Project manager (10 people) of an IT-development project for the Belgian Railways to invoice all external contracts (25.000 contracts). This project started in 1996 and has had several problems ever since (no clear planning, no finished functional analysis, a lot of interference by end-users, weak project ‘team’). W. was called in especially for his 'no nonsense' approach. The results were:
- a clear and achievable project plan with clear milestones and deliverables which was executed accordingly;
- reorganization of the project team to use team member’s skills in the best way and to create a spirit of team work;
- less interference of end-user which augmented the productivity of the team drastically.
• Performed an organizational audit of the contract management for Telepolis Antwerp. Assignment consisted of two parts: to do an audit of the existing contract portfolio (300 contracts) and to optimize the business processes concerning contract management.
• Responsible for the development of a vision for CGEY on e-Government based on previous experience and research. Resulted in a business plan to develop CGEY's offering on e-Government in the Belgian market and a vision on e-Government (published on the internet-site of CGEY Belgium). Also developed the methodology: "How to design a successful e-Government strategy?"

• Executed a feasibility study for Toyota Europe (TMME) to set up a Menu Pricing System. The object of the assignment was to check the technical feasibility of the existing data.
• Participated in a study to automate processing tax forms and invoices for the city of Antwerp.
• Researched the possibilities to automate and to reengineer an entire business process for VIZO (Flemish Governmental Institution). Resulted in an intranet project of €1 million.
• Responsible as project manager (7 people) for the development of a portal internet-site (virtual counter) for VIZO to provide services to small and medium-sized companies on the Flemish market. Tasks included project planning, functional analysis and parts of the technical analysis. Honored as site of the week in Trends.
• Defined and planned a project to develop an e-Commerce Business-to-Consumer web-site for Ijsboerke.
• Performed a study on the authority of Broeders van Liefde concerning the selection of a group-ware product to improve communication between hospitals and to follow-up patient files.
• Participated in a strategic study for DHL towards implementing an extranet to track down packages worldwide.
• Responsible for internal projects: setup of the initial IT-infrastructure & development of an intranet.
